A text to speech (TTS) converter is a computer based system that can read input text aloud automatically, theinput text may be introduced by a computer input stream or it may be scanned input submitted to an Optical characterrecognition (OCR) engine. A Text to Speech Converter can be implemented by both hardware and software. A very fastimprovement is found in this field over the couple of decades and lots of high quality TTS systems are now introduced forcommercial use. This paper describes a Text to Speech (TTS)Synthesizer which can be operated by blind or visuallyimpaired people by using a voice commands. Here PocketSphinx voice recognition algorithm is used for converting voicecommands into text and FLITE Text to Speech synthesizer engine is used to convert the input text into spee ch. Thissystem is more user friendly for those people who are very much dependent on the speech information for getting anyknowledge.
